Code Change Request

A few notes:

• Setting this below the 1 minute default will result in additional CPU usage.
• When set to 00:00:01 (or less), updates will try to occur every 1 second. In other words, updates cannot occur more frequently than every second.
• Update intervals are not guaranteed and are best effort.
• As the change log notes, we cap this to a 1 minute minimum when you're not looking at the UI and when real-time data is not required by the service.

* [Issue #29097] Added a new advanced setting 'Smart_MinimumUpdateInterval'. This setting controls how frequently on-disk health data can be updated.
    - Default: 1 minute
    - When a disk is not being scanned, and no UI is active (local, remote, or cloud), updates are limited to at most once per minute.
