* [D] [Issue #28685] Added ARM64 compatibility to the 64-bit build.
- This also enables Apple silicon (M1, M2) support via virtualization.
Tested on Windows 11 (ARM64) running on M1 mac mini (via parallels), and Surface Pro X (native ARM64).
