The problem is that the A/V filter refuses to unload (i.e. gets stuck unloading), so this is an issue when uninstalling or upgrading.

As a result, this was also an issue on Windows 8 when installing SCEP. Because Windows 8 comes with Defender, SCEP tries to uninstall it first, which causes the same issue to manifest.
