No, network I/O boost has nothing to do with intercepting and modifying I/O on that level.

Network I/O boost simply detects I/O coming from the network and applies flags to that existing I/O indicating that it should be prioritized over other I/O.

This would require writing code that intercepts deletes and performs renames instead, but only for network I/O. While this would be nice, it's really best served by Microsoft extending the OS to do this by default. Unfortunately, it really is something that is outside the scope of what we can do in the near future.
